in Medicaid funds. The ruling, issued on Monday, allows the federal government to continue a rigorous administrative review and auditing process that has effectively frozen massive payments intended for state-run social services. The case, titled Minnesota v. Oz, was initiated by Minnesota Attorney General Keith Ellison in response to what the state describes as an unprecedented and crippling fiscal gap. Judge Tostrud, a Trump appointee, concluded that the state’s lawsuit was filed prematurely. He noted that the Centers for Medicare and Medicaid Services (CMS) had not yet finalized its decision regarding the funding cuts, making a preliminary injunction inappropriate under current law. The federal government justified the deferral by citing systemic fraud and the misappropriation of Medicaid dollars within Minnesota‘s programs. As part of a formal verification process, CMS has demanded exhaustive documentation to justify reimbursement claims, a move the judge viewed as a legitimate regulatory request rather than a final disallowance of funds. The legal team for Minnesota argued that the federal government is using fraud prevention as a pretext for “political punishment.” Attorney General Ellison asserted that the sheer volume of the withholding is “historically unprecedented” and warned that the state’s budget would be “crippled” if these deferrals become a recurring quarterly event. State officials contended that the Medicaid program is being weaponized to force policy changes. However, Judge Tostrud pointed out that Minnesota has publicly acknowledged its own “serious fraud problem,” which lends credibility to the federal government’s heightened scrutiny. The court also examined the aggressive rhetoric from high-ranking officials, including Vice President JD Vance, designated as the “fraud czar,” and CMS Administrator Mehmet Oz. While Vance previously suggested the government needed to “turn the screws” on the state and Oz admitted the deferment was meant to get the state’s attention, the judge found no definitive evidence of bad faith. Nevertheless, Tostrud concluded with a note of caution, acknowledging that Minnesota has raised “reasonable legal concerns” about the scope of the federal government’s actions that may be supported by a more complete legal record in the future.
