Trump Administration Announces Financial Oversight Measures Affecting Non-Citizen Banking Access
President Donald Trump has announced new measures aimed at strengthening oversight of the U.S. financial system as part of the administration’s broader immigration and national security agenda. The directive instructs the Treasury Department and federal financial regulators to provide updated guidance to banks for identifying transactions and customer profiles that may present risks related to money laundering, terrorism financing, labor trafficking, and other financial crimes.
According to the administration, the guidance will expand indicators of suspicious activity, including certain transaction patterns, the use of shell companies, and other methods commonly associated with illicit financial activity. The order also calls for a review of customer identification practices, including the use of Individual Taxpayer Identification Numbers (ITINs), while directing regulators to consider additional data collection related to immigration and employment authorization where permitted by law.
Supporters argue the measures will strengthen financial integrity, improve national security, and reduce opportunities for criminal organizations to exploit the banking system. Critics, however, contend the changes could make it more difficult for some non-citizens, including lawful taxpayers using ITINs, to access financial services.
The directive is part of a broader administration effort to tighten immigration enforcement while reviewing financial regulations affecting banks and other lending institutions.
