Vice President JD Vance has renewed calls for Senate Republicans to advance the Safeguard American Voter Eligibility Act, describing the measure as a key component of the Trump administration’s election policy agenda ahead of the 2026 midterm elections.
Speaking at an event in Kansas City, Missouri, Vance urged Republican lawmakers to unite behind the legislation, arguing that requiring proof of U.S. citizenship for voter registration would strengthen public confidence in federal elections. President Donald Trump has also endorsed the proposal, calling it an important step toward protecting election integrity.
The SAVE Act would require individuals registering to vote in federal elections to present documentary evidence of U.S. citizenship, such as a passport or birth certificate. Supporters argue the requirement would help prevent noncitizens from registering to vote, while opponents contend existing laws already prohibit noncitizen voting and warn that the proposal could create barriers for eligible citizens who may not have immediate access to the required documentation.
Although Republicans currently control the Senate, the legislation faces procedural hurdles, including the chamber’s 60-vote threshold for advancing most legislation. The bill has also highlighted differing views within the Republican conference over legislative strategy.
Several conservative figures, including Elon Musk and Senator Mike Lee, have encouraged Senate Majority Leader John Thune to consider changes to Senate rules that would allow the bill to advance with a simple majority. Thune has continued to support preserving the legislative filibuster, while some Republican strategists have suggested attaching the SAVE Act to future must-pass legislation in an effort to increase its chances of becoming law.
